I refer to your letter dated 2nd July, 1999.

The position regarding the appointment of an Assessor at Mr. Hyde’s hearing remains as stated in my letter dated 24th June, 1999. I have no records regarding the appointment of assessors at previous hearings; the fact that an event may not have occurred previously does not, of course, make it wrong.
